One of the exhibitors in SF bay area Yuri's Night 2008 was Dr Friedemann Freund who is an authority on Earthquake Lights. He talked about predicting earthquakes by looking at radiowave emissions from the ground and changes to the ionosphere created by subterranean pressure which generates a very strong magnetic field. Knowing about HAARP I asked him (without mentioning the actual work HAARP so not to generate resistance) if it is possible to apply the reverse effect from what he was presenting and cause earthquakes by electrically charing the ionosphere. He looked me right in the eyes and said "Yes, but let's not talk about it!". That was a scary moment.

Anyway, the point is that the lights could have been generated by HAARP while it charges the ionosphere, but they could have been generated by the underground pressure and magnetic field from the earth, so that in itself is not a proof that HAARP was used.
